Appel sur le débat pour l'élaboration d'un „Code de conduite“ de la diaspora camerounaise (Mai 2010) La diaspora camerounaise est de part ses compétences et son niveau d'organisation une des plus importante de l'Afrique. Ce dynamisme est à l'origine d'une multitude d'organisations, d'initiatives ou de projets qui donnent des vertiges. Pour cette raison, il y a à juste titre plusieurs voix qui s'élèvent pour demander plus de coopération ou une forme de forum où toute la diaspora pourrait s'articuler. Des efforts dans ce sens ont lieu avec plus ou moins de succès sans cependant vraiment mobiliser toute la diaspora. La diversité de la diaspora est bonne et il faut la préserver. Un modèle de coopération qui pourrait regrouper tous les membres et toutes les organisations de la diaspora sans porter préjudice à leur spécificité, identité ou orientation: Il s'agit d'un «code de conduite». Ce «code de conduite» apolitique devrait contenir un catalogue de règles qui d'une part harmoniserait les actions des organisations et membres de la diaspora et d'autre part il leur donnerait un caractère normatif. Au regard de la diversité de la diaspora camerounaise particulièrement en qui concerne ses orientations politiques ou ses rapports avec le régime en place, vouloir créer une organisation confédérale de la diaspora serait pénible et peu recommandable. Par contre, un «code de conduite» établi sur la base participative pourrait servir de dénominateur commun sans que les acteurs soient obligés d’agir au sein d’une organisation commune. Cette méthode est moins contraignante car basée sur la libre volonté des acteurs, mais elle a déjà fait ses preuves sur la scène internationale que ce soit le dans le cadre de l'Union Européenne ou des Nations Unies. Le processus pour établir et adopter ce code sera long car il devrait être participatif et prévoir des méthodes de suivi et d'évaluation. Le code ne devrait pas être très long, c'est-à-dire vouloir toucher tous les domaines et cela en détail. Les règles de ce code doivent être claires, précises et leur respect devrait être mesurable. On peut penser aux domaines comme le développement durable y compris la protection de l'environnement, la corruption, les traditions et pratiques désuètes ou les rapports entre les organisations de la diaspora. Il ne s'agira pas de réinventer la roue, mais de s'appuyer sur les dispositions internationales et nationales existantes en mettant des accents propres à la diaspora camerounaise. Le grand risque d'un tel projet est la politisation. En ce sens, il devrait être clair d'entrée de jeu qu'il s'agit d'un projet apolitique qui a pour seul et unique objectif de rendre les activités des membres et organisations de la diaspora plus cohérentes et crédibles dans le respect des normes légales en vigueur. Concernant les méthodes de suivi, il y a deux formes qui sont envisageables. La première consisterait à laisser cette tâche aux pairs donc aux organisations de la diaspora elle même. La deuxième consisterait à laisser l'évaluation à un organe indépendant. Une institution chargée de l'étude de la diaspora camerounaise peut s'en occuper. De toute façon, la diaspora camerounaise a besoin d'une institution de recherche qui devrait à travers des études interdisciplinaires accompagner le dynamisme de cette communauté. Le Centre d'Études et d'Information sur la Diaspora Camerounaise en abrégé CEIDIC est en cour de création. Par le biais d'un processus de comparaison (benchmark) et du classement (ranking) annuel, on pourrait par l'effet de concurrence stimuler le respect du „code de conduite“ de la diaspora. Le «code de conduite» devrait aussi apporter plus de transparence dans le travail des organisations de la diaspora car elles seront tenues d'écrire des rapports compréhensibles et vérifiables. Ainsi, il sera possible de mieux mesurer leur impact sur le développement du Cameroun et l'intégration dans les sociétés d'accueil. Pour élaborer et adopter ce code, il n'est pas nécessaire de créer un forum supplémentaire. Il peut être discuté dans le cadre des forums existants. La coordination peut être assurée par une des organisations de la diaspora qui a déjà fait ses preuves. L’auteur du présent appel n’émet aucune intention de jouer un rôle prééminent dans le leadership de cette initiative. The Africa day is the largest national public event on Africa and development cooperation in The Netherlands, with more than 50 political debates, workshops, lectures, and cultural programs. Evert vermeer stichting (EVS) organizes this event yearly. Africa day attracts over 2,000 visitors each year, over 150 national and international guest speakers, and fifty cooperation organisations contribute to this event. HIRDA is one of the organisations that will be organising workshops during the Africa day this year. Our workshop is entitled “Enabling education in conflict-affected African countries: delivering quality education, is it possible?” Education is a basic human right for all children, including those in conflict affected countries. Education is not relief activity; it is central to human and national development. Armed conflict creates large populations of displaced people and exposes children to serious risks. Young people, living through conflict face injury, trauma and death, as well as the prospect of being forced into exploitative labor or military servitude as child soldiers or sex slaves. Many girls continue to face obstacles to education, such as the lack of, and distance to schools, restrict condition in radical group controlled area and early marriage. In many conflict countries, insecurity, including targeted attacks against schools, continues to hamper childrens ability to attend school, while various minority groups and children with disabilities have also been denied their right to public education or the absence of proper schools of those groups. Although the number of out-of-school primary-age children in the world has fallen from 100 million to 72 million in recent years, the situation in conflict-affected countries has seen little improvement. These countries are home to half of all the children out of school worldwide. This session will focus on the education in conflict countries in Africa. • This workshop will discuss the following sub-themes : • Education system in a stateless country, what are the challenges? • The role of female teacher in girls education in conflict countries Online education in conflict countries , is this option to reach more young people to prevent more conflict? Lecture to Commemorate the Student Victims of Bombing Attack in Mogadishu

THE HAGUE- by Menno Ettema On 19 December the International Coordinator of UNOY Peacebuilders was invited to speak at a small gathering organised by the Foundation HIRDA to commemorate victims of the bombing attack at the medical students’ graduation ceremony in Mogadishu, Somalia, earlier that month. He emphasised that education for young people is about the skill of learning, reflecting and analysing the world around you. With knowledge comes that education for young people is about the skill of learning, reflecting and analysing the world around you. With knowledge comes understanding of the complex world we live in, which enables youth to find solutions and a positive way forward in life. These medical students in Somalia took a brave decision, to take up responsibility and give to their society as doctors. Sadly, it takes just seconds for violence to destroy what takes years to build up, such as the training of doctors, and the consequences are felt for years, in this case lack of health care for all those in need in Somalia. The talk was followed by short presentations by the director of HIRDA and the student’s organisation for Somali Youth in the Netherlands about the work they do. After 1 minute of silence to respect the victims of the violence in Somalia, a discussion unravelled with the Somali Diaspora community that was present about the work of UNOY Peacebuilders and HIRDA. Rotterdam winner of the HIRDA’s fifth Amsterdam Futsal Tournament

AMSTERDAM- The Amsterdam Futsal Tournament (AFT) was held on the 26 and 27 2009 in Sporthallen Zuid in Amsterdam -Zuid. The yearly event initiated and organized by HIRDA to increase the participation of youth in sports en development work. The tournament was an exciting one whereby 16 teams from Holland and abroad fought for the championship. Eventually the Rotterdam team succeeded to win the cup, followed by number two team Vlaardingen and debutant Reeuwijck. Top player of the tournament Warsame Dahir Arey (24- years old) of the Rotterdam team; ‘ the only reason I could have played that good was because of my team who gave me confidence!’ HIRDA strives to empower the Somali youngsters in Holland by organizing the yearly AFT whereby it aims to; transfer the importance of sport to the youth, activate youngsters to create a domino effect to other (migrant) youngsters in engaging in sports, make exercise a routine in the live of youth, expand the network of Somali youth and enlarge knowledge exchange/transfer. Which all leads to an increasement of participation of Somali youngsters in the Dutch society and thus increasing their chances here and decrease social isolation. Involvement of youth That is the reason that before every match a debate is organized by HIRDA where the youth discusses about current matter on the Somali community in the Netherlands. This year the topic was about the future of the Amsterdam Futsal Tournament, the impact of sports in society, and the integration of the Somali community in the Netherlands. With the latter matter the yearly report on integration (research done by the Social Plan office ) of migrants in the Netherlands was discussed which shows alarming results concerning the Somali community. Report of Social Cultural Planning office The report which was published end December 2009 shows that the Somali group receives the highest social welfare compared to other migrant groups in the Netherlands. More than 1/3 Somali/Dutch between the age of 15-65 years receives welfare. The difference between other migrant groups is that the percentage of welfare dependence of Somali group did not decline in the past ten years. The reports also show that Somali youngsters are not performing well in schools compared with other migrants groups and the criminalities of the young Somalis is high. Alarming matter Somali community perform low on education, integration and employment The finding of the report is an alarming matter for Somali community in the Netherland and HIRDA wanted to start discussing about it during the event. Therefore the conclusions of the report were included in the debates to see the reaction of the participants. The young Somalis were shocked of the finding like top player Arey; ‘It is good that we are discussing about this, because it is good to inform people and share views with each other but we need to take actions afterwards! I think Somali youngsters should have to choose their higher education, now the parents decide what the child should study and ignore the interest and desires of the child. I think that has to be changed!’ Strong connection Director of the organization HIRDA Fatumo M. Farah; ‘ The Somali youth live between two cultures which is challenging and we need awareness of the parents. Also the problems in the home country has a great impact on the Somali community because of the strong connection between Somali in the West and in Somalia. HIRDA is proud to present the fifth tournament ‘Amsterdam Futsal Tournament 2009’. The tournament will be held on the 26th and 27th of Dec 2009. This tournament comes among the tournaments which HIRDA held since 2005. After five years of spontaneous success of the tournaments, HIRDA is proud to present the fifth cup to promote peace & development and social cohesion between the youth in The Netherlands & around the EU countries! On the other hand HIRDA aims to reduce youths engagement with anti-social activities and uses different metods to do so. Sport is one of the tools for peace and to bring Somali youth together. Development Aid: Necessity or fate?

De nieuwe aanpak van ontwikkelingssamenwerking Dinsdag 24 november 2009, 20.00 Wat vinden Afrikanen eigenlijk zelf van ontwikkelingshulp? Het gaat altijd over hen, maar ze komen zelf zelden aan het woord. Vinden Afrikanen die hulp noodzakelijk of juist noodlottig? Deze avond staat volledig in het teken van Afrika en de (diaspora) Afrikanen. Wat moet er veranderen? Welke alternatieven zien zij voor de hulp? De discussie over veranderingen in internationale samenwerking wordt steeds luider. Sommigen roepen om een verhoging van de hulp om de dramatische gevolgen van de internationale crises (financieel, klimaat, voedsel) voor arme landen op te vangen. Anderen vinden dat er meer effectiviteit, transparantie en beter bestuur moet komen. Weer anderen, onder wie de Zambiaanse econome Dambisa Moyo willen juist alle bilaterale hulp aan Afrika stopzetten, met het argument dat hulp nog nooit een Afrikaans land heeft geholpen zich (economisch) te ontwikkelen. Maar wat ook het standpunt is, iedereen – overheden, maatschappelijke organisaties, deskundigen, donoren etc. – is ervan overtuigd dat een nieuwe aanpak van internationale samenwerking nodig is. DIASPEACE Co-operation Seminar, 21 November 2009, Bonn

"Diaspora Engagement in the Horn of Africa. Co-operation for Fostering Peace and Development" Saturday, 21 November, 10:30-18:00; Venue: Bonn International Center for Conversion, An der Elisabethkirche 25, 53113 Bonn Diaspora groups and individuals from the Horn of Africa are actively engaging with their areas of origin and can play an important role in development and peace processes. Constructive diaspora involvement may, however, become challenging in conflict settings. Moreover, the situation and position of diaspora groups in the countries of settlement affect their capacity to get involved in development- and peace-related activities in their areas of origin. Networking and co-operation among diaspora associations as well as between diaspora associations and other development co-operation agencies can enhance the capacities to undertake activities that can possibly contribute to peaceful development of the areas of origin. This co-operation seminar will provide an opportunity to discuss diaspora involvement in the Horn of Africa (focusing on Ethiopia) and to share first results of the DIASPEACE project on Ethiopian diaspora organisations in Europe. HIRDA Hosted IFTAR for somali community in the Netherlands

HIRDA foundation hosted on 17 September 2009 an Iftar gathering for Somali community in the Netherland. The purpose of the iftar was to raise awareness of the basic eduction in Somalie and to strengten the network of the community in the Netherland. The motto of the gathering was “education for all”. The Iftar were attended more than 50 Somali prominent community members and somalie elders. During the Iftar director of HIRDA foundation Mrs. Fatumo Farah welcomed the guest And remarked ”Education of the children in somalia can bring peace and as Somali diaspora we can contribute more than we can imagine, because HIRDA started to support 10 years ago for smal school of 40 children and we are now supporting almost 36 school in south centraal Somalia. We need commitment, unity and financial and moraly support “ Mrs. Fatumo also emphasis the importanse of girls education. Afther the opening and the quran recitation there was a short discussion about the contribution of diaspora for education of somali children. Four somali intellectuals in the Netherland participated the discussion. Those people were Shamso sh. Hassan (lawyer and intrepreneur), Eng. Mahamed abdisalam Egal ( HIRDA chairman), Ali Ware (director of Somali community in Amsterdam) and Muse Hirsi (Lawyer and entrepreneur). They discussed wat are the possibilities and action that can be taken in the somali community to support schools in different regions and the importance of the girls education in Somalie. They also talked about fragmentation in the somali community and how they can unite to make a difference. The participant agreed to continue the discussions, meetings and dialogs between the community to come joint action. Ali Ware the Director of Somali community in Amsterdam has closed the Iftar and thanked the organisers and the participant.

During the international day of peace on September 21 there will be a big peace-event organized at het Plein, next to the parliament building in the Hague . The event will include a mix of serious topics during interactive debates and live entertainment with Pete Philly and Perquisite and DJ Billy the Klit. Admittance is free, Afternoon program will be indoors. For more information check opent in een nieuw venster www.hip-day.com. This event, focusing on the youth, will start at 16.00. The results of eight simulation peace-negotiations which have been conducted at eight schools around the country, as part of the project “Regel de Wereld Vrede” by Euro’s voor Vrede & UNOY Peacebuilders, will be presented. Between 16.00 and 17.00 the eight schools will share their findings via a live link with the audience in The Hague . The interviews will be rotated with video presentations of present day conflicts in the world and with live music from a youth band from the slums of Nairobi , Kenya . There is a special interest for Afghanistan , but other conflicts have also been debated. From 17.00 to 18.00 there will be a closing debate, where the simulation peace-negotiations and advices for action from the school youth for the Dutch government will be discussed. The panel consists of Christ Klep, author of several books on conflicts in the world and teacher at the university of Utrecht, Thierry Aartsen, Youth section of the Dutch Liberal party, Mariko Peters, Green left party and Jan Schaake, active within the peace and pacifist organization Kerk en Vrede. Pupils will also be asked to participate and respond to the debate. The main topic will be on the role of the Netherlands in Afghanistan but also other conflicts will be discussed. A representative of the ministry of Foreign Affairs and Development Cooperation will close this part of the day and receive the recommendations of Dutch youth for action for Peace. From 18.00 the focus will be more on students and young politicians and other interested youth with a Coolpolitics debate with among others Bas Haring, philosopher, and Evelien Bosch, tv-presenter. But peace also has to be celebrated. Therefore DJ Billy the Klit and Pete Philly and Perquisite will complement the debate with live entertainment. The evening will be presented by actor Bas Muijs. Hague in Peace is an initiative of the city of The Hague . The organization is in the hands of 3 parties: Coolpolitics, UNOY Peacebuilders and Stichting CultureClash4U. Mosquito nets distributed in Sakow districts, middle Juba region (Somalia)

The 21,000 long-lasting insecticide-treated nets (LLINs) from UNICEF were distributed by HIRDA in Sakow and 121 surrounding villages in Middle Juba districts in Augustus. HIRDA health team were also sent to that district to teach people on the importance of LLIN use; how to hang the nets and the danger of malaria. The team also gave information about the prevention techniques. HIRDA undertook the distribution using the method chosen by the village-elders and used both centre point distribution and house-to-house distribution, the team issued to each household 2 LLIN. 10.500 households in that area has benefits this project HIRDA has already distributed LLIN to Garbaharey, Lugh district in and Dolow in Gedo region and proposed to UNICEF for the distribution of LLIN to all the riverine district in Gedo region and middle juba. The reason for this distribution is because malaria has been the main cause of the death in those regions, which kills 70,000 persons annually in riverine districts of Gedo region and middle juba as a result of the two rivers ( Dua and Jubba) that flows through in those region. The objective of this distribution was to reduce the mortality and morbidity rate caused by malaria in those regions. Targeted beneficiary of this project were Expectant mothers, Lactating mothers, Children under 5 years of age, Aged persons both male and female. HIRDA is planning to continue this project for whole region in near future with support of unicef Somalia.

Their stories show us that their seemingly small contributions can have a great impact on the lives of people here and in Africa. On 23 September 2009, Africans living in the Netherlands tell their inspiring and successful stories. Their efforts vary from building a school to empowering women, and from stimulating entrepreneurship to changing mindsets. All interested researchers are invited to submit articles for the IMMIGRATION issue of Sosyoekonomi in 2010. Migration of human beings both domestically and internationally is caused by many social, political, and economical factors and brings about many social, political, and economical outcomes. Turkey as a developing country has experienced sizeable movements of its own people in the country. It is also a country that has provided relief for Europe’s labor shortages since 1960. Recently, however, it has encountered its own issue of transit and illegal immigration. Sosyoekonomi welcomes all researchers interested in immigration related topics to submit both theoretical and empirical papers to this special issue. Guest Editor: Fatih Savasan. Migration and divided societies - Special Issue of Ethnopolitics

Guest editors: Chris Gilligan, University of the West of Scotland; Susan Ball-Petsimeris, Université de Paris 8 We would like to invite articles on the theme of ‘migration and divided societies’ for publication in a forthcoming Special Issue of the journal Ethnopolitics. The Special Issue aims to critically examine the relationship between migration and social divisions which are conceptualised as ‘ethnic’ in popular discourse, academic writing or government policy. Papers are welcome that raise questions related to concepts and practices of migration and segregation along 'ethnic' lines. Submissions are welcome from researchers and practitioners at any stage in their career (from postgraduates to emeritus professors). Our main criteria for inclusion will be; relevance to the overall theme, quality of scholarship and originality. All articles should be between 6000 and 8000 words in length and should use the Harvard style of referencing. All submitted articles will be peer reviewed by at least two different peer reviewers. DIASPEACE seminar at ADPC in Amsterdam

The one day seminar in Amsterdam is a follow up meeting to the DIASPEACE research project that the ADPC has been carrying out in collaboration with other consortium members. It is mainly aimed to bringing together the researchers involved in the project from the institutions in five European countries namely; BICC from Germany, CeSPI from Italy, and ADPC from the Netherlands, and the diaspora organisations from the three Horn of Africa countries (Ethiopia, Somali and Eritrea), with whom we had worked during the project. The expected participants will include representatives of each diaspora organisation involved during the study, DIASPEACE consortium member institutions and some invited stakeholders in the Netherlands (NGOs, agencies and institutions) that are engaged with diaspora on peace building and community development in the countries of origin.
